Foreign Ownership in Qatar

Under Qatar Law No 16 of 2018 regulating non Qatari ownership and use of real estate, foreign nationals are permitted to own property in designated freehold zones and obtain long term usufruct rights in approved areas. Freehold ownership grants full property ownership rights in specific locations such as The Pearl and parts of Lusail City. Usufruct rights allow non Qatari buyers to use and benefit from property for a long term period, typically up to 99 years, in approved districts. These reforms have strengthened Qatar’s position as an accessible and regulated real estate market for international investors.

Qatar also provides residency privileges linked to qualifying property ownership. Property owners who meet the minimum investment threshold set by the authorities may apply for renewable residency permits.
